After 11 September 2001, Americans will never be the same or think the same. Citizens need to be trained to be First Responders in the event of a terrorist attack on our inner cities or harbors. They must think how they might live without power, limited communications, food or shelter for up to two weeks in an environment that might be contaminated. To download Professor Randall K. Myron T Whitmore has also provided a comprehensive unofficial Risk Assessment Study of Mission-Oriented Protective Posture (MOPP) gear issues for CW and BW to the US Military. You will be asked to complete a short form, prior to accessing the presentation. Unfortunately, after 9/11/2001 a lot of information and misinformation was and is propagated throughout the world. Information is presented based on 'factual' statistics. Dr. Julie Ryan and Dr. Theresa Jefferson wrote and informative paper about how individuals and organizations Use, Misuse and Abuse Statistics. This paper focuses on Information Security Research, but can easily be extrapolated to other subject matters.

Dr John Luetzelschwab was kind enough to share an informational presentation concerning the potential consequences of terrorist using dirty bombs. Dr. Luetzelschwab is a Physics Professor and Radiation Safety Officer at Dickinson College, Carlisle PA. The information provided is intended for educational use only and proper credit must be given to Dr. Luetzelschwab.

Mr. C. William Michaels was kind enough to share information on the Domestic Security Enhancement Act of 2003. In his articles Looking Down the Rabbit Hole: The "Domestic Security Enhancement Act of 2003", Parts 1 and 2, he provides a unique perspective of the Act's ramifications. C. William Michaels is an attorney and writer in Baltimore. His book, No Greater Threat: America After September 11 and the Rise of a National Security State (Algora Publishing, 2002) contains a complete analysis of the entire USA PATRIOT Act, the only book to do so. A Special Report Laboratory Preparedness for Bioterrorism: From the Phlebotomist to the Pathologist, published in March 2003 Laboratory Medicine Magazine, provides critical information of six (6) pathogens considered by the CDC as posing a National Security risk.

Madrid, May 9 2003 - The CERTR Coordination Center has announced the
publication of the second edition of the "Handbook for Computer Security
Incident Response Teams (CSIRTs)
", which is now available in PDF format(*). The document is aimed at aiding the planning, creation and development of CSIRTs: teams trained specifically to deal with IT security incidents.

The Army War College has published a report, which strongly criticizes the Bush administration's Global War on Terror (GWOT), and especially the invasion and occupation of Iraq. "Bounding the Global War on Terrorism" (PDF) notes that the original purpose of the GWOT has grown from a search for justice for the thousands of Americans lost in the 9.11 attacks, in to something far too ambitious, and completely unrealistic. According to the report, the invasion of Iraq was unnecessary, and a strategic error.

The Marine Operations Risk Guide may be of interest to your organization and marine operations. This guide was developed by the US Coast Guard and the Prevention Through People Subcommittee of the
Chemical Transportation Advisory Committee. It is an easy to use document that presents a step-by-step methodology to access risk within various sectors of marine operations. The simplified procedures it contains may help you identify, reduce, and even eliminate certain risks in your operations. At a minimum, the information may help foster new approaches to your organization's efforts to address maritime safety.

The Institute for Security Technologies Studies at Dartmouth College performed an interesting analysis on the Electrical Power Industry. Their conclusions are quite intriguing. The Institute also evaluated Law Enforcement Tools and Technologies to investigate Cyber Attacks.

A Potential Terrorist Attack / Defense Scenario delivered via uncontrolled and expanding trucking in the PA mid state against three targets: US Army War College, State Capital Building in Harrisburg, PA and  Hershey Park. The defenses are particularly interesting using RFIDs and detectors via the existing EZPass system installed on I76.

"Skip" Allison, one of my advanced GWU cryptography Master's students. It involves a simultaneous, redundant, multi-faced attack on American targets. Like the mythical Hydra it has 10 heads (for 10 target directions) and is executed in simultaneous swarming mode. Although the scenario is a simulation it will make the reader think and think again about what is open and what needs to be protected in our beloved country. Some of the current countermeasures are addressed.
